The Municipal Commissioner of Municipal Corporation of Greater Mumbai, has, in exercise of the powers conferred upon him by the Government of Maharashtra under Sections 2, 3 & 4 of the Epidemic Diseases Act, 1897, read with the Regulations dated 13th March, 2020, had issued directions to implement certain containment/prevention measures of COVID-19 in the City of Mumbai vide orders dated 20th March 2020. The Municipal Commissioner has issued an amended order dated 20th March 2020 adding certain establishments to the list of exclusions.
The Order No.MGC/A/2915 dated 20th March, 2020, inter-alia, state that all private corporates and establishments to be completely shutdown. However, certain establishments providing essential services, as enumerated in clause 3 of the aforesaid Orders, are excluded from the shutdown.
The amended circular interalia adds Foreign Counsulates, Stock Exchanges, establishments engaged in production, transportation, supply-chain, E-Commerce of all essential goods including Food, Pharmaceutical, Pest Control & Medical equipments, warehousing of all essential food, grocery and grain, Insurance Companies,
If there is a doubt as to whether a service or establishment is essential or not, the Municipal Commissioner would give a final decision on the same.
Failure to obey the aforesaid Orders issued by the Municipal Commissioner would attract penalty under Section 188 of the Indian Penal Code.
Member Companies are advised to take appropriate steps and ensure compliance with the aforesaid Orders issued by the Municipal Commissioner. If there is any doubt on the exlusions the opinion of the Municpal Commissioner be obtained in writing.
