Strategic Sourcing is more of a rigorous process that involves developing and implementing highly advantageous supplier agreements for all externally purchased goods and services. It is an approach by which an organization can leverage its consolidated procuring power to find the best possible values in the market. It requires continually managing supplier relationships to achieve corporate strategic goals. Strategic sourcing requires analysis of what an organization buys, a what frequency, from whom, from single or multiple sources at what price at what payment terms and at what volume and expediently constructing a Go-To market offer, that will enable a win-win condition for both the parties.

Procurement operations, on the other hand, support more of tactical day-to-day transactions such as issuing Purchase Orders to suppliers, whereas strategic sourcing represents to strategic planning, supplier development, contract negotiation, supply chain infrastructure, and outsourcing models.
