Ease of Compliance to Maintain Registers under Various Labour Laws, 2017 - The Central Government Notification No. G.S.R. 154(E) dated 21st, February, 2017.   Feb 28, 2017

The Central Government has for the ease of, and for the expedient compliance of the requirements of nine labour related laws, after considering objections and suggestions received on circulation of draft rules, has published in the Gazette of India dated 21 February 2017 the “Ease of Compliance to Maintain Registers under various Labour Laws, 2016. 
 
The above notification enumerates amendments in Rules providing for combined registers to be maintained which will facilitate ease of compliance, maintenance and inspection and also make the information provided easily accessible to the public through electronic means thereby increasing transparency.

The amended Rules stand enforceable from 21 February 2017, the date of publication in the referred Gazette and would be applicable to all establishments covered under the enactments specified above in respect of which the appropriate government is the Central Government.
 
Combined registers (Forms A, B, C and D) have been notified with related consequential amendments to the respective existing Rules under the following statutes:
 
a) Building and Other Construction Workers (Regulation of Employment & Conditions of Service Act, 1996.
b) Contract Labour (Regulation & Abolition) Act, 1970.
c) Equal Remuneration Act, 1976.
d) Inter-State Migrant Workmen (Regulation of Employment & Conditions of Service) Act, 1979.
e) Mines Act, 1952.
f) Minimum Wages Act, 1948.
g) Payment of Wages Act, 1936.
h) Sales Promotion Employees (Conditions of Service) Act, 1976 and
i) Working Journalists & Other Newspaper Employees (Conditions of Service) & Miscellaneous Provisions Act, 1955.
 
5. If the prescribed combined register is required for inspection by the Inspector concerned it will be necessary to make available the combined registers or provide the necessary particulars for accessing the information.
 
6. Where any register is maintained in electronic form, then the layout and presentation of the register may be adjusted without changing the integrity, serial number and contents of the columns of the register.
